Why turn off BN in DnCNN?

In my view, BN is not suitable for the QE task. The normalization statistics learned from training samples are not in well consistance with those of test samples, due to their different sizes and contents.

I observe from experiments that BN significantly degrades the performances of validation and test for DnCNN.
