The Country Code (CC) in TMC is the first hexadecimal digit of the RDS PI code. Each country has one code (with the exception of Germany, which has two codes, D and 1, as a legacy of its reunification), but many countries share the same code.
To minimize confusion arising from two countries sharing the same code, no two neighboring countries are given the same code. Where the country code is used in a global namespace, the next level needs to avoid collisions between two countries sharing the same Country Code.
A longer variant, the Extended Country Code (ECC), also exists, but many applications rely on the CC.
