Closing out #291 with PR296 adjusted per community meeting to state the hash to be used, and not include reasoning behind it. Reasoning could be given in the implementation notes, instead.

OAIS-IF effort: still trying to wrap our head around the effort; perhaps an email to them to point them to our spec; no reservations about reaching out.
Community meeting: discussion on client; Andrew H. working on client; what institutions are implementing; Fedora development on top of OCFL
PR296: Andrew H. to look at.; should we be including reasoning in the spec; take Simeon's requested language change "multiple implementations are available"
