is up as currently written fails for early morning targets when nights are longer than 12 hours. I think this rewrite of the function fixes this issue. See ZTF24abhzafp RA=196.0951825 DEC= 28.8059168 for an example of a target that fails with the earlier code and succeeds with the new code
