feat adoption for azure

Description of your changes

• adoption for azure
• fix error with CEL condition
• remove aws default in xrd
• bump configuration-azure-* to latest version because of old Azure AKS Kubernetes Versions
• remove unused provider-aws-elb

Fixes #
