Release v0.21.0-rc1

Major changes and bug fixes

  • Added Op-by-Op support for backend
  • Parallel Executor uses the Thread Safe Cache. Removed the lock around compute of NGraphEnapsulate Op.
  • Added Tensor Manager to book-keep different types of inputs
  • Evolved Catalog to store inputs that are prefetched. Evolved the logic of capturing prefetch ops for ResNet50
