Based on https://forums.raspberrypi.com/viewtopic.php?t=188317, the Ras Pi's hardware x264 encoder can do up to level 4.1.
Based on the output of
v4l2-ctl -d 11 --list-ctrls-menu
, it can also do up to "high" profile.Given this combination, it gives a max bitrate of 50Mbps (according to https://blog.mediacoderhq.com/h264-profiles-and-levels/)
