Adding verb patch to persistentvolumes

Description

According to https://github.com/kubernetes-csi/external-provisioner/pull/1155/files we need to adapt verbs for the persitantvolumes in our secret-operator RBAC rules.

The update itself will be done in #455 and stackabletech/listener-operator#203

This PR is a change accordingly.
