refactor(frontend): extract arguments for create table handler

What's changed and what's your intention?

Extract the too many arguments for creating table into 2 structs for better readability. with minimal logic changes.

There could be some more following PRs. By moving and extracting some more code logics, I think we can do better. Also, this PR does not touch the functions for CDC tables much.
