We put the dev dependencies grouped auto-merge last, so that dev dependency updates don't trigger new releases.

We enable weekly updates for the dev dependencies, and allow runtime dependencies to be updated at any time.

Additionally, we delete the dependabot config, since we don't need two tools for managing dependency updates.
