Schedule and Progress Engine

Discussion on two questions: 1 ) how to describe the hierarchical and reactive implementations with the common schedule data structure ? and 2) how to progress different collective implementations with the same progress infrastructure ?

• Next steps - Need more details for the progress interfaces and effort to unify the data structures
