Motivation
增加数据集SODA-D支持
Modification
1，增加了一个evaluation测量指标的类 SodadMetric，主要是仿照CocoMetric 进行改写，由sodad_eval.py 和sodad_metric.py文件组成
2，增加了一个yolov7 tiny的使用样例，在configs/yolov7/yolov7_tiny_syncbn_fast_4x16b-100e_sodad.py 文件
