add a --localtime command-line option to create localtime migrated git commit timestamps, not GMT.

This is issue #130 slightly modified and rebased against master (as of 2015-01-23); fixes issue #128. I needed this feature too, so here it is again.

I guess this isn't merged in yet despite having come up a few times?

I missed the PR. Sorry about that. It would be helpful to know what the --localtime option was added. Since the PR adds it as an optional flag rather than a default, we don't have to strictly care about backwards-compatibility, but it'd be good to note nonetheless.

And it now conflicts. But I can resolve that easily enough.

This was in 2009, in the Git 1.6 timeframe: git/git@e82f0d7

I came here to look at creating a PR to add this option to svn2git, and found this existing PR that does just that. So, 👍 .
