As discussed, when Project Reunion became the Windows App SDK the min version went down from 18362 to 17763 (the LTS version). This wasn't picked up by XAML Behaviors (among other dependencies).

We'd like to update the Windows Community Toolkit to support 17763 for WinUI 3 as well, but XAML Behaviors is one of our dependencies.

Also, would be good to stay on 1.0.x for an update as there's a blocking issue with 1.1 and Windows Server 2022 we use for our pipeline, see: microsoft/WindowsAppSDK#2829
