tool updates, localhost hostname, htpdate fixes

This release updates yosys, nextpnr-ice40, and icetools. It also includes a fix to htpdate, which should improve its ability to set the time on boot. Additionally, /etc/hosts includes localhost.

This is the first release with a new zipfile naming convention that reflects the tag, rather than a particular date.
