#1395 added decoding of declared module calls with the intention that this happens before any other jobs run.
It turns out that depending on a job id will only waits for the completion of that job, but not for the jobs that are scheduled within the
Deferfunction. Without waiting for the declared module calls or the origin collection, we publish diagnostics for stale origins (missing the last character).By moving all subsequent jobs into the defer block, this PR pragmatically solves all problems.
