* update to latest upstream version * split patches into extra-patches (to be applied after upstream patches) and patches (to be applied to the toolchain)

What this PR does / why we need it:
Ignition 2.20 was recently released. This PR updates the patches to 2.20.
Special notes for your reviewer:
The patches of the Debian build system remain as is. The patches for the source code were modified to apply them in the prepare_source hook. This simplifies working with the patches with the original source and simplify git workflows.
