If ZONE_TO_URL is present in the environment, parse its JSON contents as string->v3.URL

@remyrd Thanks a lot for the change :)

This PR is solved by #4.

The zone mapping mechanism will be reworked in egoscale, until this let's remove the multizone to be able to fix other environments.
