etcdserver: add auto compaction interval option #18472

With enough key revisions per second, the constant 5 minute interval on revision compaction isn't fast enough to keep up with growth. Make the interval configurable, which will override the default behavior.

Also pass the configuration through to periodic compaction for finer control of when compaction happens based on time.

Hi @jrcichra. Thanks for your PR.

I'm waiting for a etcd-io member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

My implementation here tries to support both periodic and revision but my original focus was solving the problem for just revision. It may not make as much sense for periodic.

I'm passing all the tests now. @jmhbnz how should I proceed? I see there's a codecov report but there's a large section of code I didn't touch regarding failed auto compaction.

Rebase is complete 🎉
