At a high level we want to adds major features of:

• api support for multiparty linkage
• creation of a new output that "solves" for the best mapping and also exposes their scores, (requires anonlink changes first).

All while improving the REST api to allow a better experience for analysts, improve on testing, stability, and scalability.

Deferred:

• api to ingest known links. May want to consider modification to anonlink to better handle this.
• support for blocking
• exposing distributions of similarity scores
