Here is a draft proposal for a new 'ReissuableState' interface that allows developers to have a standardised way to reissue states where some parameters can change over the course of the reissuance.
Comments welcome. It does work (in terms of I have tested this by including this library from another CorDapp) and if we are collectively happy with the approach I will write some tests in this repo.
