Netbeans 21 support

Hello, I needed to run it on Netbeans 21, so I changed some files.

• Update to 210
  

• Update the updates.xml
  

It's still generating version 1.9, so I don't know if it could break anything if a new release is generated.

@moacirrf Thanks for submitting this PR. there are some updates missing for the release.
I did the release for 21 and 22 now. It should be available in the IDE after Netbeans team validation. See 33e8752 for all necessary updates for new release for the next time.

Basically need to update:

• workflows (builds.yml and maven.yml) with the new release
• update pom with new release and increment the version
• add the ppuc for the new release
