Description

Bump wgpu to version 23.0. The changes are pretty minor, just some fields became optional. Works on my machine!

Also updated cargo-deny config to cope with the breaking changes from version 16.0.

I had a stale Cargo.lock on my machine when I updated cargo-deny config. Now I think cargo-deny will pass in CI.
