Description of the change
Adds admin layer 1 dashboard (knowledge insights) to display featured libraries, top favorited open content items, and top open content items with activity. Can filter top content with the dropdown filter, which will update both. Also renamed a few things for consistency.

Having the featured libraries move in a carousel or expand the card to show all will be addressed next in a different PR. EDIT: expanding card to show featured libraries added to this PR
