Data migration
Updated the data migration script to:

• Handle the updated eligibility data model.
• Handle the updated Export contract/"How was the contract awarded" data model.

Technical improvements

• Improved the way check that an "original URL" is validated during MVP -> Public beta redirects.
• Updated the "can submit application" helper function to log out more specific errors if an application cannot be submitted.

Chores/housekeeping
