N.B.: many instances still use or convert to floating point.
1E-5 feels exact to me and the values should all fit comfortably in the `int`s of an AVRational.

This was mostly to replace the partial wrapper FrameRate with a more complete one. I also made some further conversions to MythAVRational, but there is much more that could be converted.
