MDBF-819 - debian 11 arm builder in protected branches

MDEV-34969 has one always failing test case fix for 11.7/main that hasn't been merged so if we wait on that one.

So marked this one as blocker.

MDEV-34741 was there, but looks like fix committed.

main.non_blocking_api - fixed in 10.6 by MDEV-34859
unit.conc_async in 10.6 - looks like unfixed CONC-270, might be fixed by MDEV-34859 but its an odd additional boost dependency that solve it.
