Categorizable and Filterable Help Topics
Added taxonomy vocabulary for categorizing help topics, and a view that is used in place of the default help topic listing to display topics grouped by their category at /admin/help.

Also, when viewing a help topic now the "related topics" section only shows other help items in the same category.
