Update CodeQL CLI to 2.19.3 and fix code issues.

In this PR we

• Update package dependencies for all languages to those shipped with 2.19.3.
• Fix any code issue compatibility with the new dependencies.
• Update the CI, such that test are executing when there is a change to the workflows (we want to trigger a check for all languages when we bump the CLI version number). Also, the CodeQL repo that is cloned as a part of the CI run (for executing tests) checks out the branch corresponding to the release being used in the CI (to ensure consistency).
