[USM] Fix the time delta bug #32462

What does this PR do?

Fix the time delta issue in the metric group summary.

Motivation

When the time delta is very small (smaller then 1), example: 0.5 second, dividing by it makes the result larger.
This increases the total events-per-second value printed on line 129:

b.WriteString(fmt.Sprintf("(%.2f/s)", float64(v)/timeDelta))

This PR fixes the issue by setting the time delta to 1.

A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput).   2. Its 90.00% confidence interval "Δ mean % CI" does not contain zero, indicating that if our statistical model is accurate, there is at least a 90.00% chance there is a difference in performance between baseline and comparison variants.

  3. Its configuration does not mark it "erratic".
