Zold is telling that will pay PayPal fees, but don't

Zold web wallet interface is telling us that will pay the fees on my retrieval:

You will receive exactly $xxx, we will pay PayPal fees.

But looking at paypal ledger:

Looks like I'm being charged for the fees. Also, paypal is taking some days to process the payment (it shows as "pending" for some days), something that was not happening before.

Which charges me a fee for the transaction:

So, according to my calculations, +- 12 dollars disappeared on the way to paypal account ($622.2 left my account but just $609.76 will be deposited to my paypal account) and I'm being charged by paypal in anotherv $39.32, which gives almost 10% of charges, is this right?
