A target is usually created on the first run, which is usually written in /.zsapi.ini, but it doesn't occur on Ubuntu, even /usr/local/zend/bin/zs-bootstrap-puppet.sh is run manually until it responds This server is already bootstrapped. Haven't found why yet.
