Title of document download page not listed in link URL field

Could be connected to or has a similar work-around to #718

Editor role created document download pages and a basic page. When tried to create links in basic page to two documents, could not see doc title in the Link URL field. Admin (eco-digital) could not see the name of the documents in the link field either and added the links with URL instead of selecting by document title. The pages were published (no issues).

Issue was linking from this page to https://yukon.ca/en/find-status-ravens-rest-inn-liquor-licence-application-item-24-09 to these two document download pages.

Could be that draft pages not showing up in Link URL field (they didn't in earlier versions of D7).

Important

**Work-around:**Solution seems to be admin publishes page, then links manually (puts in URL). But after that, the page title shows up in the Link URL field.
