Improve how translations work in the wiki #157

Many people wants to contribute to translating content. Note that each word from the previous sentence has links to a different request for help on that topic (there are more, i’m sure).

We haven’t reviewed the translation system since the beginning of the site, there weren’t much extensions for this back then (2012).

Maybe there’s something now, maybe we can improve some of the snags we have.

Note maybe more than one issue in project.webplatform.org has similar request, list them here: content #113.

Scope

Review what’s existing, list extensions, try locally and see how hard it would be to migrate existing translation.

How does Wikipedia do this?

Is there some plugin that lets you say "The English version is 4 changes ahead of this page, $these changes need to be incorporated"?

I’ve been told that we can go to Freenode IRC, on #wikimedia-i18n channel. As far as I get it, they have a wiki database per language, and a "translate wiki" where people can make translation. But i’m unsure about that.
