We need a way to review translations to ensure quality and prevent abuse.

That's basically a problem of any project. Many GNOME projects solve this with hosting their translations on GNOME Damned Lies, but that's just for projects using GNU GetText for their translations. But I think the process can be somehow integrated with the GNOME Localization Teams.
