Add October Monthly Call to Monthly Calls page

Purpose

To add the October monthly call video and video (if available) to the USWDS monthly calls page.

Steps to be completed

• Draft copy for monthly calls page
• Get feedback from dev team
• Get approval of content from fed team
• Work with team on adding October MC Q&A
• Create branch to update YML page
• Submit pull request - will be closed by: Add September and October Monthly Call to MCs page #2934
• Pull request approval
