REMOTE CONTROL: zero wrench on timeout #429

When controller disconnects, the same message is sent. So if we were moving forward when the controller dies, we keep moving forward. Add/fix timeout so wrench is zeroed

After poking around a bit, this seems pretty difficult to do. There is not really any way to detect that the controller is shutdown.
