\\[...] doesn't work in tabu-fixed

Using \\[123mm] at the end of a row used to create some space after that row (tested with tabu 2.8 from 2011, using texlive from Debian stretch).

In tabu-fixed (2.9 from 2019-01-11, using texlive from Ubuntu 19.04), the spacing is ignored (behavior is as if \\ had been written)
