On-order facet values not displaying for Business items

Something is wrong with determining On-order facet for items in the Business Library that are on-order.

Another weird one, this record shows up in the On-order facet, ckey 13465704. It's a course reserve record with no description (it also looks weird in SW in general). Here is the 999 data from solr today:

I can't find this object any more, but for CREZ items, we modify theitem_display current location to point it at the reserves desk for the library. I'd guess the original current location from the 999 was a location skipped by policy?
