Wallet Backend release process

Figure out a release/deployment process for the wallet backend such that we deploy a new docker image: https://hub.docker.com/r/stellar/wallet-backend
every sprint, just like we do for Freighter.
It may be useful to talk to Platform and see what they do with RPC
