Reenable skipped tests

While getting things running a variety of tests had to be skipped for various reasons. This issue represents a running list of tests that need to be fixed once the tests overall are green

Skipped tests:

• TestSchemaMetadata.test_creating_and_dropping_udf reason: Error when creating a new UDF stargate#1092

• TestSchemaMetadata.test_creating_and_dropping_uda reason: Error when creating a new UDF stargate#1092

• TestSchemaMetadata.test_udf reason: Error when creating a new UDF stargate#1092

• TestSchemaMetadata.test_uda reason: Error when creating a new UDF stargate#1092

• TestCqlsh.test_protocol_version_restriction reason - Support native_transport_max_negotiable_protocol_version in CQL service stargate#1096

• TestMiscellaneousCQL.test_drop_compact_storage_flag

• AbortedQueryTester.test_local_query reason - tests are currently reading from cassandra logs and instead need to read from stargate

• AbortedQueryTester.test_remote_query reason - tests are currently reading from cassandra logs and instead need to read from stargate

• test_cqlsh.py.TestCqlsh.test_tls reason - stargate needs to be started with the client encryption options

4.0 tests

• cql_tracing_test.TestCqlTracing.test_tracing_default_impl is flakey for unknown reasons on C* 4.0
