Bazel is transitioning from WORKSPACE to MODULE.bazel through the use of bzlmod. It would be nice if this rule also supports the new change.

Create MODULE.bazel declaration
Tag a release, preferably in Semver format
Add this rule to the centralized Bazel registry at https://github.com/bazelbuild/bazel-central-registry
