v7.1.1 - Connection and RPC Encryption Fixes

This is a bug fix release for v7.1.0 and adds no new features.

Bug Fixes

• Fixed initial StartServiceACK being timed out too soon with many app connections to module (StartService RPC not ACKed on IVI boot #1783, SYNC 3.0 bug with iAP transport #1795, Library stops working if StartSession(RPC) times out #1847)
• Fixed a crash when the head unit sends a StartServiceACK to elevate the RPC service to encryption (Post-Connection RPC StartService w/ Encryption Causes a Crash #1966)
• Fixed encrypted RPCs fail without a callback when encryption isn't set up (Encrypted RPCs that fail because encryption isn't set up don't call back #1971)

Important Known Issues

• Avoid deleting and setting identical voice commands #1855, Two voiceCommands contains the same string #1959, Send voiceCommand with duplicate strings #1961, and voiceCommand that contains no string should be removed #1964 - Potential edge case bugs with voice commands using the SDLScreenManager.
• Choice fails to preload - not properly handled #1941 - If a choice fails to preload, the manager may believe it was properly uploaded.
