[PE Builder] 423 on editing a peer eval after activate, then deactivate

Activating a peer eval then deactivating it leaves the assignment in a draft state, but the assessment still active, which results in a 423 when trying to edit the assessment. Change 'Set to draft' to also deactivate the phase_componentables or remove 423 on editing an active assessment
