just dropping the idea as I'm not sure how feasable it is in terms of codecs and software license, but PeerTube is a decentralized youtube with many instances such as BitTube (movies) or Diode Zone (DIY tutorials)
since the federated model allows duplication for creative commons contents it shouldn't be an issue (legally speaking) to use AWS and PeerTube API for scrapping, re-encoding & streaming as long as the video cache isn't public
