feat: Global timezone setting

Hi, is there a way to set the timezone in my desired timezone rather than setting it every-time in RW console? Is there any config that will permanently set the timezone across the DB?

Seems that theALTER SYSTEM SET session_param_name TO session_param_value; can achieve this by setting a system-wide default runtime parameter.
