Add new chapter: installation and getting started #394

Recently I heard about https://docs.microsoft.com/en-us/learn/modules/rust-get-started/ which is pretty interesting and they follow a different approach. At the beginning they teach you how to install Rust on your local machine and they also introduce cargo.
This is something fundamental which is missing at the moment.

Therefore I suggest adding a new chapter, which I'd place after the current chapter 1.
This way, learners will see Rust code and learn some very basics and right after it, they learn how to write those basics on their local machine.

This new chapter should cover:
