Describe the problem

We need a way to make the gateway services (PoWeb, PoHTTP, CogRPC) serverless in a cloud-agnostic manner.

Describe the solution you'd like

Use Knative Serving, which appears to be the only cloud-agnostic approach for Kubernetes apps.

This issue only covers the HTTP servers (PoWeb, PoHTTP, CogRPC)

This issue only covers the HTTP servers (PoWeb, PoHTTP, CogRPC). #759 covers the background queues.
