Where should one find the .config used to build each kernel?

Describe the bug
Kernels seem to have neither compiled-in /proc/config.gz nor external .config. Various Gentoo package builds complain that the kernel configuration is unknown, and the packages may fail to run if they depend on compiled-out features.

To reproduce
Look around the project, find no configuration files. Look in /proc, find no configuration file.

Expected behaviour
It would be helpful to have the configuration used to build the kernel, especially if one wishes to change the configuration.
