Describe the bug
In OJS 3.4.0-x and prior, when a reviewer declined a review, it remained visible in the editor's workflow. With the current main branch, it disappears from the list once declined.

To Reproduce
Steps to reproduce the behavior:

  1. As Editor, assign a reviewer to submission. See that the new assignment is listed on the Review tab of the submission's workflow.
  2. Log in as the assigned reviewer and decline the review request.
  3. Log in as Editor again and navigate back to the same submission. See that the review assignment has disappeared from the Review tab of the submission's workflow.

OJS or OMP main branch
